If they aren't licensed, the ROC doesn't have a license to suspend or revoke. There is very little recourse a homeowner has when an unlicensed contractor walks away from a project or won't fix their problems. General contracting involves complex work across multiple trades, and proper licensing ensures expertise and accountability.
